This is a very rare fish which means it can not be found in every location. To catch Arctic Char in Fisch, you need to go to Snowcap Island and before that, you need to start the quest.

To start the quest, you need to go to the Moosewood Village. 

Once you get there, you need to look for the NPC called Angler.

Once you find this NPC, speak to him and he will give you a quest to catch the Arctic Char fish. 

To catch this fish, head to Snowcap Island. The distance between Moosewood Village and Snowcap Island is very long so make sure to get a faster boat.

Once you are on the Snowcap Island, take out your Fishing Rod and throw the line into the water.

The Arctic Char fish is super rare which means you need to try multiple times. 

If you are lucky enough, you will catch the Arctic Char fish. Once you have this fish, go back to Moosewood Village.
