To find this NPC, you need to head to Clown Island.
Once you are on the port of this island, go straight and you will see the Yellow building in front of you.
Now, go to the top of this building and you will find the NPC. Talk to this NPC and he will ask you to find the Pearl.

There are two methods to obtain the pearl in the game.
You can either defeat the Cow Sea Beast or purchase it from the Special Shop by spending the 7 Daily Coins on Starter Island.

If you don’t have daily coins then you can consider killing the Cow Sea Beast.
The Cow Sea Beast will spawn every 30 minutes anywhere in the sea.
Kill the Sea Beast and there is a 75% chance of getting the Pearl from drop.
Once you get the Pearl, go back to Clown Island, talk to the NPC, and give the pearl.
After that, he will ask you to pay 150k to learn the Flash Step ability.
