To find the Meme Beast, you need to head to Sus Island.
Once you get there, use the Portal to teleport to Moai Island.
Once you are on Moai Island, you need to look around and find the Meme Beast.

Once the Meme Beast boss is spawned, defeat him to get the Portal. When you do so, you will have a 25% chance to get the Portal.
So, you need to keep defeating the boss until you get the Portal in Meme Sea.
