To awaken the race in Meme Sea, you need to complete the Race Quest. 

First, you need to start the quest, and for that head to Snow Island. 

When you get there, find the NPC under the tree. 

Talk to him. When you do so, he will give you a quest. To complete it you need to kill 100 Sogga. 

This will take some time but once you kill 100 Sogga you will get the Awaken race as a reward.
